Were they calling 1-800-soccer for some drill suggestions? This is insane. No coach should be on the phone during practice unless it is a personal emergency/issue and then they would be leaving anyway to deal with it.

Doesn't seem much to ask for the coach to actually pay attention during practice.

How many peaks are acceptable? It's back to if the ceo, doc, whoever are on their phone during their sessions and not making it a standard ... you can't expect anyone underneath to do better. Amazing that 20 years ago a coach like any other person would wait until they got home and listened to an answering machine and somehow everyone survived. If there is an issue that needs attention outside of practice while at practice then maybe they shouldn't be at practice.
