I have seen 3 refs at multiple boys games. Maybe they were requested? There should be 3 refs at least for the playoffs.

Financial considerations
Title IX considerations - of you do if for one program you have to do it in the other.
Lack of trained officials who can do it - saw a game this year where the two line officials were learning the mechanics 10 minutes before game time. They screwed it up all game long and 1/2 of the calls were backwards. Both coaches agreed that the game should have been only 2 man system.
An extra official at $80 average increase per game x 16 home games (8 boys and 8 girls) is an extra $1280. It might not sound like much but when you look at the constant money strain on schools in NH you can see why schools won't do it.

Last night in Mass. I watched ULowell play in a div.1 college game. Two nights ago I saw Merrimack play a div. 2 game. The same ref officiated both games and he was awful and belongs nowhere near the game. It isn't just high school but high school on average is worse.
Bad officiating goes a long way to ruining enjoyment of the game. Superior talent is nullified by grabbing ,holding, interfering with when the player doesn't have the ball. It lleads to angry players and then to more blatant fouls and players getting hurt.

Game times are an issue too

Just staying with the status quo just because thats the way it's been done is lazy. NHIAA needs to step up and put together a committee to investigate and try to come up with improvements. The game wasn't designed for a two man system. In any sports contest refereeing or umpiring, the #1 rule that is taught is be in position. If you are in position to see the play, you are far more likely to get the call right. A two man system does not allow refs to be in the right position, especially on off side calls and touch calls.

Biggest complaint for me in a two-man system is that no two refs are alike. So, one ref calls something on one side of the field that the other doesn't.
Three refs (or one for that matter) means you have one determining voice and that rules.
