I work in an area that exposes me to some knowledge about conventional drug distribution and can say that your instincts are sound. When he started talking, he betrayed that he had little clue about how we distribute drugs to hospitals and pharmacies. There was no need to reinvent the wheel. That only brought people like that military guy into the mix to make rookie errors.

No. The existing distribution system should have been modified and built out to meet the additional needs of mass vaccination.
