They are looking at the statistics themselves and concluding that the risk is one that they are comfortable taking
Ever think the epidemiologist are overly cautious. If you, yourself, were asked to give guidance, and knew that you would be blamed for a policy that was later deemed to be too lax, what would you do? Regardless of what your true assessment of that data was, you would overcompensate with you guidance so that you could not possibly be blamed. The guidance is as much CYA as it is scientific.

It is the desicions of the clubs to condone the travel that is more disturbing then the desicions of the individual games.

No hippocricy. Lots of clubs that normally go are not going and presumably, their players and families are complying with that decision.
