Trump only did a partial ban for travel from China. He didn't shut down European travel until mid March which was also when NYC shut down. Even when he did that there were no plans to make sure travelers returning to the US were adequately screened and stopped from traveling further in the US. They only screened like 10% of arrivals, the airports were a disaster with overcrowding, local TSA agents and Border Control people didn't have enough masks etc.

      Fake News:
Trump imposed a full travel ban from China. He allowed US citizens to return with a required 14 day quarantine.

Trump imposed EU travel ban on March 12th. On the 13th Deblasio was saying go about your lives. NY and NYC in particular were very late to take this seriously and caused much of the spike in the Northeast.

      Deblasio's denial was well documented.

The blame is with Trump, and only Trump, as he and his admin knew early on the potential scenario.
        Trump fucqed this up, period.
There are no excuses, so stop trying to make them
Deblasio seemed to convey a lot of knowledge about the virus to the media (most of course was incorrect):

Right - lack of available tests was huge in the early stages. DT had the choice to either make testing and tracing a massive, nation-wide priority and try to get the best realtime information possible to make decisions, OR minimize the threat, reduce the urgency in order to avoid a stock market panic, and play it down in the hope that the virus would simply skip the US and fade away. He did not WANT testing, because testing would reveal rising infection #'s. He was desperate to keep the #'s down to fit his "it's nothing more than the flu" response.

He chose wrong, because he doesn't listen to scientists and educated people and he prefers his gut. He doesn't accept bad news, and has always been able to bluster and bully bad news into submission. The virus simply laughed at him, and now has taken 200,000+ lives.

            China Travel Ban fact Check:

The U.S. restrictions that took effect Feb. 2 continued to allow travel to the U.S. from China’s Hong Kong and Macao territories over the past five months. The Associated Press reported that more than 8,000 Chinese and foreign nationals based in those territories entered the U.S. in the first three months after the travel restrictions were imposed.

Additionally, more than 27,000 Americans returned from mainland China in the first month after the restrictions took effect. U.S. officials lost track of more than 1,600 of them who were supposed to be monitored for virus exposure.

Few doubt that the heavy death toll from COVID-19 would be even heavier if world travel had not been constricted globally. But Trump has no scientific basis to claim that his action alone saved “millions” or even “hundreds of thousands” of lives, as he has put it.

There's several other good fact checking bits in this link.
