Should Olympic Development Programs (ODP and PDP) be free?

Does anyone know if a non-US Club Soccer player has ever been selected for id2?

ODP should be free and paid for by MYSA and the State. The latter wastes so much money on other crap that they can divert money to a better cause. The only issue with this idea is it then opens the idea of state sponsored sports for all other sports.
