Based upon what has been posted on here, SSS & NEFC kept most if not all of their players. They were both top 5 teams last year and that won’t change.
Stars Blue, White & Scorpions promotes from within or brought in strong NPL players from GPS, LIA, SPOL, Bayside, etc. That plus the subtraction of their weaker players will make all three of those teams stronger. In whatever order those will be your top 5 teams.
If I had to rank them right now I’d say
NEFC
Stars Blue
SSS
Scorpions
Stars White
But I think they will be very closely matched this year. The small gaps from 1-2, 3-4 from last year have undoubtably closed.
Other than that, Aztec is probably next followed by NEFC Central. The other NPL teams from last year either imploded (GPS, FCUSA) or lost their stronger players to ECNL.
12 weeks until Stars Labor Day tournament. Aside from a few scrimmages, that will probably be the first game action.
7. NEFC B team
8. Seacoast GAL
9. SPOL
I can’t even think of a 10th team that will be remotely decent.

No one has had a real practice in months. These teams were all close before. The lists, unfortunately for TS, are as useless at the moment as they've ever been.

It’s certainly not an exact science but it wouldn’t be very interesting around here if people didn’t speculate about which teams got better and which teams got worse.
Pretty easy to figure out who the top teams are if you have paid attention to all the changes with the leagues. NEFC, Stars, Scorpions & South Shore Select. Conversation pretty much starts and ends there.
Whats going to be difficult is comparing apples (ECNL) to oranges (GA). In league play NEFC won’t lose all year and Select will likely only lose to NEFC.
The ECNL teams will have much tougher games week to week. So a 0-1 loss by Stars White to World Class would arguably be a better showing then say Select beating LISC 1-0.

Interesting first Scorpions practice. Great to see the girls on the field, but with all the limitations you can't tell if/how new girls will make an impact. Let's just hope this is the start of some normalcy and the Stars Labor day tourney can happen.

NEFC & SSS were good last year and are supposedly bringing back the same teams.
Scorpions was good last year and supposedly replaced several kids with stronger players.
Stars Blue was good last year and replaced several players with stronger players, including the girls who were playing up last year.
Stars White was good last year and replaced several players with girls who got cut from Blue and players from outside the club.
GPS & FCUSA are gone. The other NPL teams lost players to ECNL, so they got weaker.
Five horse race for title of “baddest little team in the land.” Sorry SPOL.
