Hundreds of MLS players have been developed by non MLS Academies. MLS has stood firm on not dolling out solidarity payments to youth clubs. Revs are going to be heavily sanctioned for attempting this strategy. Clubs that are part of a so called "alliance" or not, makes no difference.
