Why is it only with Varsity teams?

Based on my kid's school and seeing some tweets, I don't think every school is participating the exact same way (some not at all and some more than varsity).

Perhaps they can get their referees to attend so that they can finally understand their importance in preventing concussions by keeping the games and players under control.

They could include all teams if they wanted to, it's only an armband and info card for parents.

Do people keep talent on their JV squad? Do teams have more than 25 qualty players in their program? I think all JV and Freshman squads should be cut
