Can we revisit the NEP play up policy?

Does this really accomplish anything? Why wouldn't a team just change their name so they can play up? Isn't the issue letting these little kids truly play up?

You must be able to tie your own cleats before you can rostered on a team.

There are too many teams playing up, not enough "special teams."

The players are better off if everyone takes a season playing in their own age group because the competition will end up being better. If a team walks away with everything, then they can go ahead and play up next season.
