I believe it's mostly based on geography. But in my kid's division, at the final four, both Championship Central teams easily beat the the two Championship entrants. Probably just a coincidence.

Not really, all divisions of NEP are watered down and not very competitive.

Look at Maple state cup winners and NEP state cup winners then compare the two. Pretty equal on the girls side from what I can see.
