Their website also indicates that Players on "elite" need to also be rostered to their regional team (based on where they live) and practice with them once a week.
I can't say for sure having nothing to do with gps, but it may have something to with the State Cup. The NPL team doesn't qualify for State Cup, but the Region 1 roster is your State Cup roster. So maybe they want to include the better NPL players on the State Cup team, just like Stars did. They rostered 5 or 6 ECNL players on the Region 1 roster to play with the State Cup team.
