Soccer as a sport is gaining popularity in America. Leagues are expanding in response to more and more kids playing.
What you consider a lower quality club today might build up over time to a powerhouse.
Also all we're seeing right now is expansion. Leagues could easily go the other direction and start booting non performers.
The whole dilution of talent is BS made up by parents to make themselves feel special.

But sure, let's expand the leagues in a completely nonsensical way, and make families spend more time and money for worse leagues.That should reverse the trends.
And in addition to participation rates falling - the number of teenagers is falling. Double whammy.

America's teenage population is expected to shrink in the coming decade, whilst the number of people aged 70 or over expands by 14.5 million, research suggests. A good example is the girls ECNL. The league has great diluted their platform in the last 6 years to make up for all the money they lost with boys ECNL that stands below MLS Academies and MLS Next. Therefore ECNL is now a three tier league with the top teams competing at tournaments and showcases and the other tiers follow based on ratings and ranking in their conferences. This ensures the competition will be even among the clubs/teams in each tier.

ECNL platform is three tiers they are trying to keep the competitive balance between the top clubs as well as those in the middle and then the third which is the bottom teams. RL was originally formed to compete for the EDP/NPL players. They sold this RL as a platform to train with ECNL and maybe get promoted to the ECNL team.

Based on your “tiers”, my kid plays in the top tier of ECNL. The “tiers” are for showcases where the league wants teams at similar levels to play one another. Despite your snarky comments, I can tell you that kids from “third tier” ECNL teams/clubs get recruited by strong college soccer programs. When my kid’s “top tier” team plays a “lower tier” team in league play, the college coaches there will notice a kid that does well against that strong competition.
I have never heard about coaches at my kid’s club telling parents that RL kids will train with ECNL teams and get promoted. Parents can do their own research and see how rare that is at the high school ages.

By your logic the English Premier League and other top flight leagues are actually four flights, since some teams are in Champions League, Europa League, ECL, and no European football. That means the Championship isn’t a second tier league it’s actually the 5th tier.
