They are celebrating they finally have a pathway in RI and think this will fix the leak of players to Scorpions and Select. It will only retain C level ECRL2 players from Scorpions. RI Surf might pick up a few town players and a few CT players. NEFC will not be affected by RI.

Club culture at Bayside is great if you are a loudmouth parent with a player who likes to try make up for her lack of skill with dirty play.

GAs newest club Sporting United FC was ECRL before switching to GA.
Sporting Uniteds record isn't great but it's average for an ECRL team.
What this means is that now officially ECRL clubs are switching to GA. It will be interesting to see if more ECRL clubs switch to DPL or if a girls ECNL club switches to GA.
Either way this is going to put pressure on ECNL to move ECRL clubs up or they'll lose then to GA.

Have there been many (any?) promotions into ECNL of clubs that started out in ECRL?
The more common hops seem to be
GA -> ECNL (Select, Ukies, Nationals, Rush)
ECRL -> GA (Bayside, KCSG, Sporting United, Revolution)

Your hops are more common. ECNL demands sustained excellence for admittance. GA demands existence.
