They are both "members" of US Soccer, which gives them certain rights, but also commits them to certain obligations including following the bylaws, rules, policies, etc. of US Soccer. US Soccer is the governing body of soccer in the US. Part of governing soccer in the US is organizing youth soccer in this country. (Note: I'm saying that it is their job to do it, not that I think they will or can actually pull it off. But let's not pretend the lack of an organized structure isn't something that happened on their watch.)

If they weren't so busy dealing with infighting on the USMNT and payment lawsuits from the USWNT, maybe they could have gotten their house in order and put their offspring in their places like Mother Nature did to Ice Miser and Heat Miser.
