Yep. During that time, for some reason, if the state championship game ended in a tie, there were no PKs, so instead they just awarded both teams as co-champions.

I don't have an issue with doing away with PKs to decide the outcome, but they still should've kept playing until there was a winner. After each OT, you could remove a player, so it would be 10 v 10, 9 v 9 and so on.

That's for little kids. No one around the world does that in any region, any competition. If you want to play soccer, play soccer, according to the worldwide rules. Get rid of time outs. It's not part of the sport. Watch the top leagues and learn.
