The roster has to be 'frozen at some point'....otherwise teams and players would jockey their roster until the 'last minute' and it would create chaos! This rule forces players to commit to teams and it forces teams to commit to players at the inception of their season.
If one's only primary focus is development, then don't compete in the state cup, Region 1 or SubRegion leagues!! At some point, winning is an effective way to teach, motivate and develop athletes and prepare them for the rigors of life. There are plenty of other opportunities for those athletes that want to develop in an atmosphere where winning isn't important.[/quote]

It is my understanding that for Sub R league that the MPS teams are participating in rosters are submitted prior to each game played and that the roster can be different from week to week or game to game.
The state cup rosters obviously have been submitted and does exclude some players on an extended roster.

I doubt this is accurate unless MPS got special permission to change the SubR rostering rules. SubR rosters are frozen at the time of the first game. The SC rosters are not frozen until the first SC game.
