I fail to see anything illegal ^^^^ there because all that this tells us is that they were just mining generally available DNS data. A huge stretch of all applicable laws to say this is illegal.
Besr comparison is to say that someone used a yellow pages to figure out where your business was located, then sat across the street to spy on you. :)
