The decision regarding full release is to be made by the Attorney General. Not Congress. That much is clear. Beyond that the specifics to be released are subject to interpretation , so SCOTUS would have the final word.

Trump was always talking about WikiLeaks when he was running because of the DNC email hack. He loved it. yesterday he claimed he knew nothing about WikiLeaks. Beyond the daily lies he spews that are readily fact checked, his trying to distance himself from it signals a nervousness about what Assange might reveal. Stone and possibly other campaign members reached out to Assange to get more Hillary dirt.

Obama commuted Manning's sentence, not a pardon. Manning had already served 7 years of a 35 year sentence. Whoever steals it is the one in legal jeopardy, not who publishes it.
