Congress has to pass countless bills every month for things like you describe - minor repetitive and other items that keep the country running and justifiably get zero attention. It's as exciting as a corporation deciding to change paper office suppliers. Once in awhile there will be a naming of an aircraft carrier, or soon they'll name a Federal office building for McCain. The tax lottery for the rich tax is the only substantive thing he's gotten through. No wall.
