Presidents hate that, they prefer it to become law , in the first 200 days of Bush, Clinton and Obama they all did roughly 24 Executive Orders , Trump did 42 .
The next President if ( Democrat) will un tie probably all of Trumps just for spite, it happens all the time. I personally hate it , everything should be done though congress because it becomes a see saw battle.

And just to recap ... our Military is at an all time low, recruits since Trump took office have dropped 20% across the board new candidates fear war and choose to wait and see (honestly no one wants to sign up and immediately head to the lines, it’s not a good way to train soldiers ... understood) if we have a serious altercation I believe Trump will enact a draft especially if there’s casualties in the thousands.
We usually get High recruitments when things are kinda quiet for 2-3 years and in that time it gives the Military time for soldiers to be trained to their max.
We have learned a good lesson from Vietnam when 17 & 18 yr olds were hitting the front lines within weeks from weigh in, those usually were the first casualties.

'Fund' as in 'pay for'. When the govt loses $t in tax revenues because of cuts but needs $x to operate, you are in trouble by adding to an existing deficit unless you recoup your revenues with alternate sources of income or reduce your spending to $x-$t.
