Going back several decades in US history isn't an effective debate point. Also Flynn (retired at the time, no longer in the military) was trying to help the Turkish president kidnap a political opponent who lives in the US. When the President issues you a Pardon and if or when you accept it , you are then agreeing to the admittance of the crime you are being pardon for. The Pardon excuses you from jail time only. The act of your crime is on record/file as a Guilty Plea in which you would sign and agree too.

A Pardon has to be for a pacific crime. The Feds could float the idea in the media of what they want to charge Flynn for as a bait in order for Trump to pull the trigger, then if that was to happen they then would charge him for new crimes in which the President would only have the one shot at getting the guy off.
