"I withhold congressionally-sanctioned aid that was only approved in violation of U.S. law unless you announce investigations on my political rival who is running against me in the elections."

This was in violation of U.S. policy and U.S. law. Was demanded secretly. Only for Trump's personal benefit and directly in contravention of Congress. His main defense is that he never did it. And yet you equate the two. He has denied he ever did it to the public and his lawyers (until the Bolton book) denied it as well. What you're doing is called intellectual dishonesty. This is the kind of a quid pro quo that should get any president impeached and thrown out of office.
