It has always been and always only be free at MLS pro clubs. Back in the BDA days clubs were supposed to demonstrate efforts to reduce tuition. MLS stays at OW unless the club decides they no longer want it - which is very unlikely since it's about the only thing the club has going for it. BDA used to occasionally boot clubs (that's basically how BS got it, they pushed out under performer SC). But they haven't done that in forever. Like ECNL they want to hold onto market share.
