As a league absolutely, but that's not always the case at the local level. If your options are OW or FSA? No wonder a few went to MA.

At some point MLS academy teams will smarten up that they should have multiple regionally disbursed teams at younger ages and roll that talent together at U15 like the CFC model. That would create the full pyramid, cover the geographic range of their TV markets, and find those diamonds outside their metro range.
