I think it does, or should, but I also heard there is no suspension for a two yellow red. Go to FHSAA site, they should know

It is likely because the consequence for a red card is far greater in high school than club. There are mininum suspensions and fines, etc. If the behavior is so flagrant, they should be given a red and forced to suffer the consequences, but for minor behavior, the only school, parents, etc are penalized under the absurd rules. In football if they commit a personal foul, they get 15 yards, no big deal. In soccer, they would get a red, have to pay fines, be suspensed and the school would suffer consequences as well.

That's the problem with soccer . Why are there fines in high school soccer and why do they charge little kids full amounts to get in to high school games ? And everyone wonders why high school soccer is going down the shi#er

If a kid knows she is not going to get a red card she will do the best she can to hurt the other side, and then sit quietly smiling to herself and huddling up to the coach on the bench! :x
