Surf Cup, CASL, DISNEY , PDA, etc.. All have much higher points as they are bringing in better teams nationally than state cup.
System is flawed, but it is what it is. Example: US Club state cup ( Florida Cup) with 6 teams entered had more points awarded last year in some age groups than State Cup Champions??
How and why are all guesses, you can make an educated guess, but it is still a guess how they do what they do at got soccer.

From the Got Soccer site:
GotSoccer Rankings awards points based on which teams you defeat and on your own national points total.
Each tournament's flight is assigned a value based on the top 5 teams in the flight. The points contributed by each team is calculated based on their national rank. The point breakdowns are as follows:
•Teams in the top 1% contribute10000 points.
•Teams in the top 2% contribute 7500 points.
•Teams in the top 3% contribute 5000 points.
•Teams in the top 5% contribute 2500 points.
•Teams in the top 7% contribute 1250 points.
•Teams in the top 10% contribute 625 points.
•Teams in the top 25% contribute 313 points.
•Teams in the top 50% contribute 156 points.
•Teams in the lower 50% contribute 78 points.
The value of the top ranking teams in the flight are then averaged to generate the flight's final value or pool. The winners will be awarded points from this pool, minus 20% of their current national points total. This deduction will be higher for teams with more points and lower for teams with less points, in order to balance the awards given even if the competition was not balanced, and reward teams who go up against stronger competition and win.
The flight Champion will win a point reward based on the total pool of points available. The finalist will be rewarded a value based on one-half of the total. If applicable, the semi-finalists will receive one-quarter, and the quarter-finalists will receive one-eighth.
As an example, if you look at U13 boys, the top five boys (on the Got Soccer rankings) are:

There are 3412 U13 boys teams listed on Got Soccer, so Sunrise is in the top 1%, Clearwater is in the top 5%, and CFK, and Weston and RM are in the top 7%. If they follow their rules as they are now published on their site, state cup for these boys should be worth 16250 points(10,000+2,500+3x1,250). If Sunrise wins, they will get 12,694 points (16250 less 20% of their 17,778 points). But say, RM wins - they will get 15,996 points. The funny thing is this won't push them ahead of Sunrise - although their "bonus points" (listed as "achievements" on their site) could - these are the points for beating people with more points than you have.
