Maybe the poster is confused. BDA allows a few smaller players play down an age group but I don't think GDA does. Plus the BDA thing is more for smaller boys who haven't hit puberty yet. By HS girls are done growing.

S/he said "03 NYCFC Team" which would be the U16 team last year. If s/he meant the U17 team, shouldn't s/he have said "02 NYCFC Team"? There is no combined-age-group team at U16/17.

Last year's 00/01 team had a lot of 02 and 03 players on it, probably because it was NYSC's first DA year and likely tough to convince mostly seniors to move. They don't have their rosters up yet to see team composition this year.

Players are allowed to play up in age group (eg. 02 player on 00/01 team), but players not allowed to play down in age group (eg. 02 player on 03 team). And talking here about NYCFC, not NYSC.

Yes it's very much an attempt by USSF to keep MLS clubs in DA. This, plus the experiment to give U19 two tiers (top tier almost all MLS, bottom tier non MLS), may or may not keep them in DA but we'll see. Either scenario isn't good for non MLS clubs.
