If you weren't playing before you're highly unlikely to make a step up. Even a lateral move may be a challenge. If you've been playing a decent amount for a freshman coaches will definitely take a look, assuming you target right.

But this is also why you should never burn bridges. If a program was really interested in you but you declined, pick up the phone and call them.

I'm not sure how easy transferring will be the next year or two - lots of deferrals and 5th years for programs to work through. If a coach never saw you play before and you don't have substantial footage or any college stats, they're not likely to take a chance on an unknown. Chances are there's no money available right now (all tied up), but you might be able to earn some if you prove yourself next year

Perhaps the poster meant players 5-8 in a recruiting class? They aren't the top picks for a coach but still good players

Are they? If they can't contribute with significant minutes or be a quality substitution (not one who jogs, disturbs any chemistry or is the equivalent of a cone) and is the weak link, then not really a good player. Hard pass.

But that could be driven simply by being in the wrong team. Coaches aren't always talent pickimg savants and players are even worse at judging fit.

Of course. But as OP pointed out some pitfalls.
Jogging or lack of effort is not wrong team. That is a lazy player. If given playing time, what message does that send your players?
