That's why I'm using a ratio and not total number. My point is that US soccer doesn't do enough to encourage coaches to up their license and it cost money on top of that.

Yes it isn't easy to get licensure. Maybe post covid more is online? but before it required time off from your job/jobs (many coaches aren't full-time coaches and have other jobs to pay the bills) + cost for the course + travel. Whatever clubs can do to remove some of that burden would be a big help, buy many clubs are more interested in their profits than investing in their employees.
