Thorns Academy (mainly the younger team) likely struggle to get placed because they have no State Cup history. Vegas has a lot of teams applying with far stronger claims to play in higher brackets due to ranking points and State Cup history and success. Doesn't look good on the Showcase organizers though if they get a team hammering all the other teams in the bracket however.
The older team have recently beaten 2 teams who are in the Tier 1 bracket while they are in Tier 2. Just the way it goes sometimes when you don't have a whole body of work and evidence to fall back on.

So what? It will be an educational trip no matter what the seeding. A good coach can work with whatever hand dealt.
Then Grants Pass should step up to the plate and do it. Until then the Thorns will handle it.
