Why not put the ref last name, ref site schedule and roster last name, game(s) details yourself?
It's odd that if you saw something that you are just now complaining on a forum.
There are protocols in place to report something that you deem inappropriate. How about telling us who you contacted, when, and the results?

Have you seen any such evidence yourself?
If you think he worked a game involving Copa, and you were present at the game, then tell us: Who was the opponent? What was the league/tourney? What was the date? Were you personally observe that the referee was the brother in question, and get close enough to said ref to make a positive identification, or did you only see a large brown dude at a distance, and figure it was him?

Now, OSAA procedures and policies may be inadequate--according to one ref I do know (not anyone involved with Copa), the conflict-of-interest rule applies to teams and not clubs, so a referee with a family member on (for example) PCU Red 05B could referee a game involving PCU 04B Black, assuming no family are on the other team. I would actually prefer it if the granule of conflict was the club. But even then, the rules only apply to one's current affiliation--if a ref played for Westside, hated the club, and then moved to FC--nothing would prevent him from reffing a Westside/ADF game.
But the subject of this conversation is not hypothetical situations like that--it's the specific allegation that a brother of a Westside player was officiating games involving his little brother's team. And now we two Westside parents saying no such thing ever happened, and one stating that the individual in question doesn't even work as a referee at all. So the burden of proof is on the original accuser to put up or shut up, not do the song and dance of "it happens all the time, I've got a dozen urban legends about it, and evil OYSA doesn't even care".

I will say I know for a fact that siblings referee games. It happened to my DD's team when one of her teammates had an older sister who was a ref. We were assigned her as our ref 2-3 times before someone finally complained. I never felt like she showed us favoritism, but we also won every time she reffed, so draw your own conclusions. And quit complaining and do something about it if you genuinely think it's true.

But you didn't answer the question posed above: Did you allegedly see this individual working a Copa game? When? Against which team? If you tell us the opponent, we can easily narrow down the date. I'm assuming that you are a parent (or coach) from the other team, so surely you know which team you root for.
Otherwise, it sounds like you are making stuff up, and attempting to shift the burden of proof onto the defense. Won't work. PUOSU.
This is starting to sound like the old urban legend of "went to my kid's U14 game, and a bunch of [ethnicity] from the other team all showed up driving their own cars and sporting beards", which gets recycled on a regular basis if you hang out on sidelines or soccer forums enough.

Ref assignments are not public. Even the leagues don't know who will show up, they just provide the schedule to the ref assignor.

It's all us parents in OYSA, without whom the Peregrine sports empire would collapse!

He is not even a referee for anyone! He is an American Football player who doesn't know two ****s about soccer. He occasionally watches his brother play from the sidelines. That must be mistaken for calling the shots and swinging the games. Don't forget this person said it "happens all the time." I assure you it hasn't happened, not even once.
