Maybe talk a handful of teams into forming futsal teams and play an 8-10 game season of futsal while they are training outside. Don't need OYSA to organize any of this, just get some coaches to call each other and come up with something.

For those teams that don't have enough players, what I would do is see if you can scrounge up a few extra players to get to enough for a team and play in a rec league. It's not the best solution in the world, but it gives them games.
