"Club" has players that come from towns all over, like your son. They don't have the social issue and the age change won't be a big deal. Some kids will have to change teams and clubs have to figure out what to do with trapped players. But you won't see parents panicking there unless their kid is trapped or they are foolish enough to think their kid will lose some non-existent advantage if they're no longer the oldest player.
