Yes they play to win every game in league and even the showcases as those games count too but like all of the other clubs in the ECNL they attempt to give 15 field players time every game unless they are injured. Does than mean the subs will see 1/2 a game? No, but they will see approximately 20 minuets a game.
Because of the back to back game format ECNL coaches like to keep their starters fresh and typically rest them for the last 10 of the first half and or the first 10 of the second and employ rotations where the starters who are running more get 10 minutes of rest a game. I would also remind you that those subs are quality players with many ALSO getting college offers.
You don't attract and retain the quality of players they have if the subs do not see meaningful time. Unlike here in our small soccer puddle in their area they have many other options to belong to quality clubs and get quality exposure.
