I thought FWRL was based off qualifying, 1 and 2nd from fall league, 1st and 2nd at State Cup.

Each state association gets a certain number of spots. How the association decides who gets those spots is completely up to the association. Those are the rules.

NWCL was VERY competitive this year. Clubs that opted out did so more due to politics than anything else. FWRL was USYS' response to NWCL but they haven't got it right yet. It too is a closed league - you have to have played in an USYS league and be selected by your state association. There are no "standards" for entry into FWRL - each state association can choose whomever they wish. That's why you get teams in their that can't compete. No different than NWCL but a ton more political BS.

VERY competitive where, in the U13s girls? CopaTS, FCP and THUSC should be in it but Eug, Crossfire and Eastside shouldn't and even the OYSA teams that aren't top 4 are having some success, tells you what the other states are sending, esp. ID. The boys side even gets worse. FCP 13s and 14s don't even have wins yet this season in OYSA and are in, THUSC U13Bs are 6th place Silver and are in. I haven't looked at every age group but seems like a pretty mixed bag to me.
