From what I was told and saw every protocol was followed, the center official was on the phone both times the game was stopped and spoke with both coaches.

If all 3 end up tied, head-to-head is skipped. Would it go down to goal differential? Thusc & Capital still end up top 2, right?

IMO, Better to be 2nd in group D. If you win Qtrs, you'd play 1st of B or 2nd of A. After their tie, CopaTS may well end up 2nd in B (and EAstside as 1st) and you wouldn't have to meet up with 1st of A at semis.

Most wins is first, then GD. If any of the teams tied then the results of the PKs would be tie break

Assuming a Thusc win and and Eugene win it would appear that Eugene could not make up the goal differential, which is -5 at this point. So yes it would seem that Thusc and CFC would advance.
