Both Tualatin Indoor and Portland futsal are 'full' up with teams from 7 years old to High School each of their 2 winter sessions. How this break downs into divisions or leagues per age group, gender, futsal or Indoor team is different each year. As there are only so many games a facility can host with one or two fields.
I imagine if a handful of u13 or u14 boys teams sign up early at either of these places they will get in and have a league. If not they may find another place that has room for the teams. Also most youth teams tend to sign up for just 1 session of indoor or futsal as the OPL 'spring' league play begins for many teams in Mid february. So in the end these places do have over 200+ different teams over 2 sessions, with new teams coming in during the second session as many of the winter I teams migrate to outdoors and don't continue playing indoor/futsal.
I believe it would be nice if a group of coaches/managers got on the same page and signed up at the same indoor place to create leagues they really wanted to play in.
