Families in the clubs have money to throw away. As long as they keep paying (and as we see by the recent college admissions scandal) there's money to be collected and the cycle will continue. All these affluent families in this area could never keep to a merit based system. They will always pay for the mediocre kids so they can continue to have bragging rights about something.
