Can you get a player card released and not be assigned to a specific club, just guest play for different teams?

In theory yes. In practice, why would other clubs let you play for them as a guest? What will be the training and payment arrangement? How will the other clubs' (plural) parents, coaches, players feel about it? I doubt this will work in practice unless you have some special relationship with those other teams.

Different states have different rules about guest playing out of town and some clubs have a requirement that you are carded with a state association (which you often can't do with a club affiliation). It seems like a lot of work to be honest but I'm sure it could be done.

It can be done but requires a good relationship with a club or coach because ultimately they have to card you. My kid does this, multi sport player that is focusing on one sport but loves the game. The card is like $20. You won't find an RL or NL or GA club to do this but a USYS for sure you might pay a few bucks more...some clubs need players to guest especially in HS so it can work. Kid probably needs to be decent as well
