will a player be marked as marked ineligible to play if the player does not follow the stay and play rule? I saw such threat language somewhere

No. They just yell at the club, but rarely happens. Most of these tournaments have a hard enough time just managing the schedules let alone reconciling who stays where
I understand the reasoning about this. The showcases go out and get a bunch of hotels to save rooms for them, and if they do not get enough people the hotels get mad and will not block out rooms in the future
