Well the HG wasn't rostered yesterday and the 19s played their last game. Today is just 16/17 so are some of the delinquents on that team? Thought it was just the older team.

Especially teenage boys. Science has proven their brains aren't fully developed until their early 20s. However, that doesn't excuse a lackluster response from the club. A multi game suspension is in order to teach both the violators and potential future violators a lesson. USSF claims to be a drug-free operation so back it up.
