Say at most one kid a year can go pro, two if you've been blessed by a fairy godmother. The other 78 just want to play in college. No money in that. No one should be shocked they'd like to winnow it down to 20 players and train them how they want, not how USSF dictates. Clubs might be able to manage a residency program on that smaller scale by teaming up with a local school for the education piece, but not for 80 kids.
