There is an exceedingly specific way to build in MLS. The league is young and restrictive enough in an acquisition sense to narrow the pathway to wins to only a couple tracks. But the pathway to consistent wins, year over year, is even narrower. You have to build, and you have to keep your cap space clean, and you have to use the TAM rule, and you absolutely have to have depth. And with a salary cap south of $4 million (it is a hard thing to reconcile, every time you see it), cap-friendly depth comes from within. From the draft. From re-purposed veterans. From your own academy.
This last pillar is maybe the most important in the league’s next iteration because it is the most malleable of the three. It’s the only way to actually build a roster that adheres to your own principles, and there are only a few teams in MLS that even have discernible principles. I’d argue you can’t, in any real way, without a working academy pipeline to the first team bench.

The Revs coaching staff are not the best and the brightest of the bunch. If you want true development hire someone for the top euro or SA academies and give them total control of player development. Sorry to say nobody respects the current leadership and staff. You get what you paid for.

To maintain a focus on club training environments, Academy players and teams do not play in any outside competitions without written permission from the U.S. Soccer Development Academy staff. This includes any other leagues, tournaments, State Cup competitions, ODP or All-Star events. Development Academy players for all teams must choose to participate in the Academy full-time and forgo playing for their high school teams.
Full-time Academy players can only participate on their designated Academy team, with only two exceptions: U.S. Soccer Training Centers and Youth National Team duty.
The Development Academy upholds this rule because we believe elite players require world class environments. The Development Academy's 10-month Program allows for a greater opportunity to institute style of play and implement a system according to U.S. Soccer's Development Philosophy. It also gives teams increased opportunities for younger kids in their club to "play up" against older players in both training and matches, thereby accelerating their development.
Clubs will also tell your not to or else. Good luck explaining an injury sustained playing elsewhere. I guess lots of kids "fall down the stairs"?
