20% mandated playing is time misleading

Starters are rotated for development reasons.
Positions are rotated at the younger ages as well.
Players asked to play up (so don't nec. start on their team)
Don't think the Revs take "bench" players.

No matter the club, the claims "we focus on development not winning" is BS if there is a kid they see as better than yours they will work on "developing" him more than yours, they want the win. If your kids isn't getting play time, he is not developing, move him to a team that will. He will have more fun and grow as a player. Stop drinking what they are serving and do want is best for your kid.
Revs do focus on "developing" over winning. But they are only concerned (as is their mandate) with "Developing" top level players with the chance to play at the National team level (and / or MLS-level). They absolutely are not there to spend equal time with each kid, or give equal playing time to each kid. They are trying to identify and then develop the handful of kids who they can promote to the National Team and / or the Revs first team.

It's always hard to assess where your kid might fit in on a roster. But if you have any inkling he/she won't be a starter or maybe #1-15 then carefully consider all your options. Obvioulsy then once play starts and there's no PT it might be better to exit quickly. The "Best" club might not be the best club for your player

And no, I am not saying that the Revolution Academy is even close to the quality of Ajax on any level.

Just trying to find the top 2% (as another poster called it) and spend their time and effort on them.

Revs parents are the worst. Period.

At the same time, as a parent it's human to think your kid won't fall into that camp, that it will all be great....especially if you're new to it. Then you learn.

Players, and more importantly parents just need to readjust their expectations, and in some cases just suck it up, in order to give their player the best opportunities.
