Tuition at most of those schools is even higher. A school isn't going to subsidize it. Another issue is most schools couldn't handle an influx of 60+students. As for a PR coup? Only for a low level school. The big guns won't be interested - their reputations are stake on academics and the perception will be an influx of "dumb jocks" (perception, maybe not reality). Philly is its own institution vs partnered with an existing school. I have a hard time seeing the Revs diving into that deep a commitment. Finally, several players are already attending excellent academic schools and many others attend excellent public schools. Would parents be willing to walk from some great schools to something of questionable quality?
