texas- very strict and punitive against criminals- still lots of violence- criminals dead

NY- very lax criminal justice (NYC especially) very strict gun laws-crime rising - criminals don't even spend a night in jail for felonious assault of a cop

now look 6 months down the road- rather be in Texas
