Obama made a Red line commitment only once, he did issue his warning to Assad of the Military intervention on the Assad Regime but he pulled back not for the reasons you think, At the same time he was negotiating with Iran on the Nuclear Deal in which Iran made it clear if (1)Obama attacked Assad the deal was off.
(2) Russia was supporting Assad and another conflict right on the heals of Israel’s door with a Russian backing would complicated the middle east even more leading to millions more Refugees.
(3) The Republican Congress turned on Obama after he announced the Redline with his thoughts on Attacking Assad , they were lining up to vote against any Military intervention.
(4) After Assad did the chemical attack , Russia got involved with Assad made a deal and so called removed Assad’s chemical weapons.

So let’s compare President Trumps threats to Kim Jong Un with over 12 of them —remember “Fire fury speech” “ world war 3 speech” Kim got fed up and tested another missile every time Trump Threatened him.

Let’s be firm on this ..Trump will not attack the Syrian Capitol with Assad’s Army or North Korea Capitol either.
Bombing the Desert of Syria is not bombing Assad’s regime. Obama has bombed multiple locations there too. The Redline is his Army.
