They know exactly what a noose means, intent to actually use it is irrelevant. It's a type of hate crime.

No one is branding it racist. Many are shocked to see such a thing in a deeply blue state. However, as someone said: every state has racists, it's how many there are and how deep into the culture it goes. Fairfield Ludlow (or Warde?) had a walk out this week by students protesting a racist incident against a student of color. There's been incidents across the state, even in tony Gold Coast towns, but overall the state certainly has fewer issues than many others do.
