In more English terms, the phrase is "pot-committed" and there is no chance that this phenomenon is a phallacy. To commit a lot of resources (time, energy, money ....) to something and then pull back is an admission that it was a bad idea and managed poorly. Since the managers of these things are the ones that look bad, they trudge on despite the track record or what the future looks like. Every company I have ever worked on has upper and mid-level managers pushing losing projects until senior management has had enough, pulls the plug and fires the idiots!

^ the data still is being studied on vaccinated people. Some are testing positive after being vaccinated. They're not even necessarily symptomatic but could spread the virus. More data is needed but is coming on line rapidly.
